The first project consists of a private, 6-story luxury retirement hotel on Parcel OT, which is the public parking lot between the Marina International Hotel and the Oxford Basin/Lagoon on Admiralty Way. This dense project takes up nearly the whole parcel footprint PLUS "a sliver" of the lagoon parcel which is currently proposed to be restored by the Dept of Public Works. The conversion of public parking lots to private use is a major concern for recreation in the Marina. In addition to this parcel, seven other public lots are proposed to be converted to private development!

Public Works acknowledged at a public meeting on September 23, 2009 that it is NOT happy that the above Beaches & Harbors-sponsored project encroaches on its parcel, as it could actually use more land for its restoration project in order to protect both the adjoining community from flooding and preserve the mudflats that have accrued in the lagoon, which support resident and migratory wildlife populations.

The second,non-contiguous component (Parcel 21)is on Panay Way where Marina Fitness and the Ship's Store is located. The landside-only portion of this project consists of a 5 to 6 story commercial/marine structure plus an adjacent 6-story parking structure. The proposed parking structure, the first of its kind in the Marina, is being developed on prime waterfront land for PRIVATE use for this project AND several other proposed projects in the area that lack their required onsite parking. It is part of the plan to consolidate and relocate public parking in order to take more land for development. What we call the privitization of public land for private use.

The waterside portion of Parcel 21 - the redevelopment of Holiday Harbor Marina and elimination of over 88 small boat slips will be heard directly by the Coastal Commission in November 2009
